Publication issued by the Information Centre of the World Peace Council in reaction to the US government's decision in July 1977 to proceed with the development of the neutron bomb (which its inventor Samuel Cohen called "sane" and "moral" because it was designed to kill enemy troops but leave battlefields and cities intact). The Reagan administration ordered 700 neutron warheads in 1981 but they weren't used and George Bush eventually ordered them scrapped (ref. Samuel Cohen obituary in the NY TIMES, Dec. 1., 2010).
